Can RTGS transactions be made to a person who doesn't have a bank account?

No, RTGS transactions can only be made to bank accounts that are capable of receiving electronic transfers. The recipient must have a valid bank account with an Indian bank that supports RTGS transfers. It is not possible to make an RTGS transfer to a person who does not have a bank account.
